Rufiyaa to Rupee in Real Time: The Favara-UPI Corridor and India's Quiet Payments Diplomacy

Rufiyaa to Rupee in Real Time: The Favara-UPI Corridor and India's Quiet Payments Diplomacy

Exporting a payment rail is a slower instrument than a loan or a warship, but it embeds itself in daily transactions in a way neither can

What happened

An aspirant should read payment-rail diplomacy as infrastructure statecraft. A credit line is repaid and forgotten; a payment corridor becomes part of how migrant workers send wages home and how tourists pay, embedding one country's financial plumbing in another's daily economic life. That is a slower and less visible form of influence than aid or defence supply, and considerably harder to reverse.

Three models of UPI internationalisation

ModelWhat India providesExamples
Deploy the stackPartner country builds its own UPI-like domestic system on Indian technologyBhutan; Gulf deployments
Link two systemsUPI is interconnected with the partner's own fast-payment railSingapore (PayNow); Maldives (Favara)
Enable acceptanceIndian UPI apps work at foreign merchants for travellersSeveral tourist-destination markets
Smart Gravity Note

The Unified Payments Interface is operated by the National Payments Corporation of India, a not-for-profit company set up under the Payment and Settlement Systems Act, 2007, promoted by banks with the Reserve Bank of India's backing.

Its international arm, NPCI International Payments Limited, was incorporated in 2020 specifically to take UPI and RuPay abroad.

Internationalisation has followed three distinct models: deploying UPI-like domestic infrastructure in a partner country, as with Bhutan and parts of the Gulf; linking UPI to a partner's own fast-payment system, as with Singapore's PayNow; and enabling acceptance of Indian UPI apps at foreign merchants for travellers.

The Favara-UPI corridor belongs to the second family, connecting two sovereign systems rather than replacing one.

Cross-border retail payments have historically been slow and costly because they route through correspondent banking, and the G20 has made reducing remittance cost an explicit objective.

UPI's export is not one model but three — deploying the stack, linking two national systems, or enabling acceptance abroad — and which one is used tells you how deep the partnership goes.

◎ In Simple Words

People in the Maldives who want to send money to India used to go through slow and expensive international transfers. Now they can send it straight from their phone and it arrives in an Indian bank account within seconds, changed from Maldivian money into rupees automatically. India built the technology behind this and is offering it to several neighbouring countries.

Why have traditional cross-border retail remittances been slow and expensive?

Mains Practice Questions

1

"Digital public infrastructure has become an instrument of Indian foreign policy." Examine this proposition with reference to UPI's internationalisation in the neighbourhood.

2

Compare the three models through which India has taken UPI abroad, and assess which best serves the objectives of the Neighbourhood First policy.

3

Discuss the regulatory challenges in interlinking two sovereign real-time payment systems, and how they shape the pace of cross-border payment integration.

What is the Favara-UPI corridor?

A cross-border payment link between the Maldives and India that went live on 30 July 2026. Individuals in the Maldives can transfer funds in real time to Indian beneficiaries, with transactions initiated in Maldivian Rufiyaa through the Favara rail and credited in Indian Rupees to UPI-enabled bank accounts.

GS2 · NeighbourhoodIt began with two Maldivian banks, Bank of Maldives Plc and Maldives Islamic Bank Plc, covering person-to-person transfers. QR-based merchant payments are planned for later phases.

Which institutions built the corridor?

The Maldives Monetary Authority, the Reserve Bank of India and NPCI International Payments Limited, under an agreement executed between NIPL and the MMA in July 2025. The corridor went operational after an accelerated ten-day implementation covering testing, certification, onboarding and live validation.

GS2 · IRThat a year separated the agreement from the ten-day technical rollout indicates regulatory alignment, not technology, dominated the timeline — reconciling anti-money-laundering rules, transaction limits and liability for failed payments.

What is NPCI International Payments Limited?

The international arm of the National Payments Corporation of India, incorporated in 2020 to take UPI and RuPay to overseas markets. NPCI itself is a not-for-profit company operating under the Payment and Settlement Systems Act, 2007, promoted by banks with Reserve Bank of India backing.

GS3 · Digital economyNIPL works through three models: helping a country deploy its own UPI-like stack, linking UPI with a partner's fast-payment system, or enabling acceptance of Indian apps at foreign merchants.

Why are conventional cross-border remittances slow and costly?

Because they route through chains of correspondent banks, each adding its own compliance screening, cut-off times and fees, so delay and cost accumulate at every hop. Linking two domestic real-time systems directly eliminates most of those intermediaries.

GS3 · EconomyThe G20 has made reducing cross-border payment cost an explicit objective, measured against the Sustainable Development Goal target of bringing remittance costs below 3 per cent.

Why does payments diplomacy matter strategically?

Because payment infrastructure creates switching costs. Once banks, merchants and households route routine transactions through a corridor, abandoning it imposes real costs on domestic constituencies, making the arrangement far more resistant to political reversal than aid or defence supply.

GS2 · IRThis is particularly relevant for India-Maldives ties, which passed through a period of visible strain. Rebuilding through financial plumbing is a low-salience approach that survives changes of government better than headline projects.

How does this differ from India's UPI link with Singapore?

Both belong to the same family: linking UPI with a partner's own national fast-payment system rather than replacing it. Singapore's link is with PayNow, the Maldives' with Favara. In each case both countries retain their own rail and regulator, so the arrangement reads as interoperability rather than dependence.

GS2 · ComparisonThis contrasts with the deployment model used in Bhutan, where a partner country builds its domestic system on Indian technology — a deeper but more asymmetric arrangement.
