Eight Times the Money: Khelo India's ₹36,441-Crore Revamp and the Pipeline Problem It Targets

India's difficulty has never been finding one exceptional athlete — it has been converting a billion-strong base into a reliable supply of them, which is a systems problem, not a talent problem

What happened

An aspirant should read this as an institutional design question rather than a sports story. India's recurring Olympic shortfall is not explained by an absence of talent in a population of 1.4 billion; it is explained by the absence of a system that reliably identifies, funds and retains talent from village to podium. The interesting question is whether money routed through federations with a mixed governance record can build that system.

The pathway the scheme is trying to make continuous

Smart Gravity Note

Sport is a State subject under the Seventh Schedule, entry 33 of the State List, so the Union Government acts principally through funding schemes and national institutions rather than by direct regulation.

The Ministry of Youth Affairs and Sports operates through the Sports Authority of India, established in 1984 after the 1982 Asian Games, which runs national training centres and talent schemes.

Khelo India was launched in 2018 to build a grassroots-to-elite pathway, encompassing the Khelo India Youth Games, University Games and Winter Games alongside infrastructure and academy accreditation.

Elite preparation runs through the Target Olympic Podium Scheme, begun in 2014, which funds a small identified group of medal prospects.

National Sports Federations are autonomous bodies recognised by the Ministry, and their governance has been a persistent problem, addressed through the National Sports Development Code and, more recently, legislation aimed at bringing federations under a statutory governance and dispute-resolution framework.

Sport is a State subject, so the Union's leverage is financial — which is why the design of the funding pathway matters more than its size.

◎ In Simple Words

India has a huge population but wins very few Olympic medals. One big reason is that a talented child in a small town often has nowhere to train properly and no way to be noticed. The government has set aside a much larger sum to build training centres at every level and link them together, so a promising player can move step by step from a local competition to the national team.

1

"India's Olympic shortfall is a systems failure, not a talent shortage." Critically examine this claim with reference to the revamped Khelo India Scheme.

2

Sport is a State subject, yet the Union Government drives sports development through central schemes. Discuss the constitutional and administrative implications of this arrangement.

3

Public funding routed through National Sports Federations depends on the governance quality of those federations. Evaluate the reforms needed to make such funding effective.

Frequently Asked

· People also ask
What did the Cabinet approve for Khelo India in July 2026?

On 31 July 2026 the Union Cabinet approved a revamped Khelo India Scheme and enhanced Assistance to National Sports Federations with a combined outlay of ₹36,441 crore for 2026-27 to 2030-31 — ₹29,054 crore for Khelo India and ₹7,387 crore for the federations.

GS2 · SchemesThe Government describes it as the most ambitious sports development programme since Independence. The outlay is nearly eight times that of the previous Khelo India Scheme launched in 2018.

What is the Target Olympic Podium Scheme?

TOPS, launched in 2014, sits at the apex of India's sports funding structure and provides focused support to a small identified group of elite Olympic and Paralympic medal prospects, covering customised training, foreign coaching, equipment and international competition exposure.

GS2 · SchemesThe revamped Khelo India Scheme explicitly defines a progression pathway from grassroots competition through Khelo India institutions to TOPS, addressing the historic gap between mass participation and elite selection.

Is sport a Union or State subject in India?

Sport is a State subject under entry 33 of the State List in the Seventh Schedule. The Union Government therefore acts principally through funding schemes, the Sports Authority of India and the recognition of National Sports Federations rather than through direct regulation of sport in the States.

GS2 · PolityThis constitutional position explains why national sports legislation has focused on federation governance and conditions attached to central funding, and why the Union's main lever is conditional finance.

SOURCE Constitution of India, Seventh Schedule

Which institutions does the revamped scheme bring together?

National Centres of Excellence, Khelo India Centres of Excellence, SAI Training Centres, Khelo India Accredited Academies, Khelo India Centres and Youth Sports Companies of the Armed Forces — six categories integrated into a single nationwide pathway with sports science and coaching support.

GS2 · GovernanceIntegration is the point: India's funding was historically strong at the apex through TOPS and fragmented below it, so athletes were lost between school-level promise and elite identification.

SOURCE Press Information Bureau

Why is federation governance central to whether this money works?

Because ₹7,387 crore is routed through National Sports Federations, which are autonomous bodies with a long record of disputed elections, entrenched office-bearers, litigation and selection controversies. Funding amplifies whatever governance exists rather than substituting for it.

GS2 · GovernanceThe Union's leverage lies in recognition, the National Sports Development Code and recent moves toward a statutory governance and dispute-resolution framework for federations.

How should the success of this scheme be measured?

By participation depth rather than medal count. Medals are a lagging, high-variance indicator that can move on a single athlete's career. Better intermediate measures are athletes retained in structured training between ages 14 and 20, coach-to-athlete ratios, and the geographic and gender spread of accredited academies.

GS2 · Policy evaluationSystems that transformed their returns, such as Britain's after 1996 and Australia's Institute of Sport, did so through sustained targeted funding across multiple Olympic cycles rather than one-off increases.
