What happened

An aspirant should locate the chokepoint correctly. The global constraint in critical minerals is rarely the ore itself, which is geologically widespread; it is the refining and separation capacity, which is extraordinarily concentrated. A country can hold reserves and still be wholly dependent, which is why India's mission funds exploration and processing together rather than treating discovery as the objective.

Critical minerals are those whose supply risk is high and whose economic or strategic importance makes disruption costly, a definition that is country-specific rather than universal because it depends on a nation's industrial structure and import exposure.

A committee of the Ministry of Mines constituted in November 2022 identified 30 critical minerals for India, and 24 of them were placed in Part D of the First Schedule of the Mines and Minerals (Development and Regulation) Act, 1957.

That placement is legally significant: it transfers the power to auction mining leases and composite licences for those minerals from State governments to the Central Government, on the reasoning that strategic minerals require a national rather than State-level allocation policy.

The National Critical Mineral Mission, launched in 2025, coordinates exploration through the Geological Survey of India, acquisition of overseas assets, recycling, and the building of domestic processing, with a Centre of Excellence on Critical Minerals to keep the list current.

Placing 24 minerals in Part D of the MMDR Schedule was a federal reallocation as much as a mining reform — auctioning power moved from the States to the Centre.

Why is processing, not mining, the real chokepoint?

Because rare earth ores are geologically widespread, but separating individual rare earths from one another requires many stages of solvent extraction — chemically difficult, capital-intensive and environmentally burdensome. That refining capacity is concentrated in very few countries.
