The Right to Information Act 2005 operationalises the constitutional right to know under Article 19(1)(a). It creates a statutory obligation on public authorities to proactively disclose information and respond to citizens' requests within 30 days. The Act exempts ten categories of information including matters affecting sovereignty, cabinet deliberations, and information received in confidence from foreign governments.
