Bodies Not in Constitution

Item 1 - National Development Council is NOT mentioned in the Constitution; it was created by Cabinet resolution in 1952 as an extra-constitutional body. Item 2 - Planning Commission is NOT mentioned in the Constitution; it was also created by Cabinet resolution in 1950 (replaced by NITI Aayog in 2015, which is also not constitutionally mentioned). Item 3 - Zonal Councils ARE mentioned in the Constitution under Articles 262(1) and in the First Schedule; they are constitutional bodies created for coordination between Union and States. Therefore, items 1 and 2 (NDC and Planning Commission) do not find mention in the Constitution, while Zonal Councils do find constitutional mention.
