The Cripps proposal (1942) stipulated that members of the Constituent Assembly from the British provinces would be elected by the lower houses of provincial legislatures via proportional representation, not nominated. Only representatives of the Princely States were to be nominated. It infamously contained a "secession clause" granting provinces the right to refuse the constitution and sign separate pacts (Statement 2).

The Cripps Mission introduced the dangerous right of provinces to secede, prefiguring partition.
